Prevention vs. Cure: 

A similar approach may be materially better than the current approach of treating, mitigating, and attempting to correct Transition issues post Transition.  But what would a preventative approach look like?  What would be its elements, costs, benefits, and other consequences – good and bad?  And is this approach testable, verifiable, and incrementally implementable in a way that allows testability, adaptation, and verifiability without disruption to the existing military mission and the current successes in serving veterans?  And, is there an underlying cause, and if so, what is it?
